The Taliban opens a political office in Doha. However, President Karzai denounces the event as a US-led conspiracy to isolate his regime. The office is ultimately shut down by the group in July 2013.

Mullah Baradar is released by the Pakistani military. However, both the Afghan government and the Taliban have alleged that he is still in Pakistan’s captivity and is not accessible.

Hakimullah Mehsud, the chief of the Tehrik-iTaliban is killed in a drone strike.
The killing evokes a strong reaction from Pakistan accusing the US of sabotaging peace talks between the Pakistani government and the TTP. Imran Khan orders the closure of the transit routes for NATO supplies to Afghanistan.

19 November 2013
The US and Afghanistan agree to the draft of the Bilateral Security Agreement (BSA), which is to determine the size and nature of the future US military presence in Afghanistan.
21-24 November 2013
A Loya Jirga is convened in Kabul to deliberate upon the draft of the BSA. The BSA is unanimously approved by the Jirga paving the way for President Karzai to approve the pact.
However, he continues to stall signing the pact putting forward a number of new preconditions before the US.
29 November 2013
Raheel Sharif assumes office as the new Chief of Army Staff of Pakistan.
