The Khyber Pakhtunkhwa (KP) government reached a 16-point peace agreement with Mullah Fazlullah with the aim to end violence in the Swat Valley.

However, the refusal of the militants to hand over their arms and continued attacks on government targets led to the breakdown of the peace agreement and the military launched operations against them.
