It is not a bad idea to enlighten people with social values and responsibilities but imposing something never comes with good repercussions.

As far as social responsibility is concerned, we can teach someone to be compassionate, but the implementation should be innate; it should depend on an individual and how they choose to identify people and communities who need help and actually help them.

Besides, forcing the youth to do something will instead make them repulsive towards that act or work.

I don't think binding someone with rules would be a better option in this case.
