It's almost been two months since street vendors were evicted from Preet Vihar and Nirman Vihar metro station area because of G20 summit, and they are struggling to return to sell their wares.
Ravindra Singh, a vendor who worked in the area, claimed the hawkers were removed by the Municipal Corporation of Delhi (MCD) citing road clearances for G20, despite most of them having certificates of vending.
When a group of hawkers went to the office of the Deputy Commissioner of Shahdara (South) last Friday, requesting to come back to their spots, they were ordered to leave the office premises rudely by him, Singh alleged, as reported by IndianExpress.
When they attempted to come back to their spots in the following days, Singh alleged that they were forcibly removed from the area.
According to Ravi Kumar, a lawyer representing the National Association of Street Vendors of India (NASVI), the vendors had contested the order by the MCD by submitting a writ petition in the Delhi High Court. The High Court had subsequently delivered a judgement on September 6, allowing the vendors to return to their spots.
The order also cited the terms and conditions attached to each certificate of vending which attaches a degree of burden of responsibility upon the vendors to not cause hindrances to vehicular and pedestrian movement and for mobile vendors to not stay or vend in an area for more than 30 minutes.
Anshul Sirohi, the Deputy Commissioner of Shahdara (South), said, 'Having a certificate of vending gives one the permission to sell, but not the entitlement to a place.'
NASVI's lawyer Kumar rubbished the allegations. 'The vendors are on the service road beside the metro stations. The ambulances will have to use the main road to enter the residential area. The vendors are not on the main road at all,' Kumar said.
He also denied the accusation of hawkers blocking the metro gates.
A part of the problem, according to both Sirohi and Kumar, is the lack of vending zones in Delhi.
