There's a difference between enlightening someone about social values and actually making them do it practically so that they put effort into understanding the plight of the people.

Very few know how to respond to the situation of crisis; even if they're taught to do so, they can't react appropriately in critical situations.

This happens because of the lack of opportunities and situation that drives them and compels them to act kindly.

So implementation is necessary for inculcating such values that have been subdued in today's youth.
