Born on 1 January 1981 in Singjamei Wangma, Manipur, Shri Okram Jelen Singh has received his training from Wangkhem Lokrendrajit Singh, P. Dhanajit Singh, Konsam Kumar Singh and Ranjit Adhikarimayum. He has been further trained in dance-drama and ballet.

He has received scholarship from the Ministry of Culture, Government of India and Junior Fellowship from Manipur State Kala Akademi.

He has been conferred with Nongpok Ningthou State Award and Dr Ambedkar Kalakshetra National Award.

Shri Okram Jelen Singh is awarded the Ustad Bismillah Khan Yuva Puraskar for the year 2019 for his notable talent in the field of Manipuri dance.
