I agree somewhere with the points made by the both of you. But the question remains, what about the victim? We're focusing too much on the criminals here and none of the victim.

The victims of even these children deserve justice. Most crimes committed by juveniles are against children only, especially younger ones. To go easy on these criminals, it's implying that the experiences of their victims do not matter. I think it's important to keep them in mind while talking about topics like these.
