It is not characterised as a mental disorder, but the diagnostic criteria are similar to other phobias.
Most phobias develop because of some situational experience; it could be the person's past or present.
In the case of kleptophobia, someone with a terrifying memory of robbery or theft is more likely to develop this irrational fear.
